New York Labor Code § 827

§ 827. Study of federal programs. The commissioner shall:\n  1. In consultation with appropriate heads of agencies, prepare and\nfurnish a study to determine the feasibility of and appropriate\nprocedures for allowing displaced homemakers to participate in:\n  (a) programs established under the Comprehensive Employment and\nTraining Act of 1973 (29 U.S.C. 801 et seq.);\n  (b) work incentive programs established under section 432 (b) (1) of\nthe Social Security Act;\n  (c) related federal and state employment, education, and health\nassistance programs; and\n  (d) programs established or benefits provided under federal and state\nunemployment compensation laws by consideration of full-time homemakers\nas workers eligible for such benefits or programs.\n  2. Through coordination with the department of labor, conduct a study\nto determine the feasibility of and appropriate procedures for allowing\ndisplaced homemakers to participate in programs established or benefits\nprovided under;\n  (a) the Federal-State Extended Unemployment Compensation Act of 1970\n(Public Law 91-373; 87 Stat. 708);\n  (b) title II of the Emergency Jobs and Unemployment Assistance Act of\n1974 (Public Law 93-567; 88 Stat. 1850);\n  (c) the Emergency Unemployment Compensation Act of 1974 (Public Law\n93-572; 88 Stat. 1869); and\n  (d) related federal and state unemployment, employment, health and\neducation assistance programs.\n
