§ 219-a. The New York state judicial institute. 1. There shall be\nestablished a New York state judicial institute (hereinafter referred to\nin this section as the "institute"). This institute shall serve as a\ncontinuing statewide center for the provision of education, training and\nresearch facilities for all judges and justices of the unified court\nsystem.\n  2. The chief administrator of the courts may enter into an agreement\njointly with the dormitory authority and with any other person, firm,\nassociation, corporation or agency pursuant to which facilities for such\ninstitute shall be constructed or otherwise provided and thereafter\nmaintained. The maximum amount of bonds that may be issued for such\ninstitute is sixteen million one hundred five thousand dollars,\nexclusive of bonds issued to fund any reserve fund or funds, pay costs\nof issuance and refund bonds. Expenses of the unified court system in\nrelation to this agreement shall be paid out of funds appropriated from\nthe court facilities incentive aid fund to the judiciary for that\npurpose.\n  3. Except as otherwise provided in the agreement specified in\nsubdivision two of this section, the institute shall be deemed a\ncourt-related agency of the unified court system and shall be operated\nby nonjudicial employees thereof.\n
