§ 990-a. Statement of legislative findings and declaration. Across the\nnation municipal theme districts have arisen to construct, renovate and\ngeographically coordinate areas of a municipality into a common area for\nart, entertainment, education, culture or business. These areas develop\nthe economy, tourism, culture, education and the quality of life of a\ncommunity. It shall be the public policy of the state to encourage the\ndevelopment of theme districts and to promote their establishment,\ndesignation, administration and success.\n
