§ 28-0112. Pollution prevention institute program.\n  1. There is hereby established the New York state pollution prevention\ninstitute program. The "pollution prevention institute" shall mean an\ninstitute whose mission is to promote one or more of the purposes of\nsection 28-0103 of this article through research, development,\ntechnology demonstration, technology transfer, education, outreach,\nrecognition and training programs in a manner consistent with the\ndefinition of pollution prevention and the principles of pollution\nprevention established by this article, including but not limited to\ngreen chemistry and reuse and remanufacturing.\n  2. The commissioner is hereby directed to award, on a competitive\nbasis, within amounts appropriated, after consultation with the\npollution prevention and environmental compliance coordinating council,\nstate assistance payments to one public or private university or\nnon-profit institution, or more as part of a consortium, to establish,\noperate and maintain a pollution prevention institute in New York state\nconsistent with the principles established by this article.\n
