§ 10-103. Definitions.  As used in this article:\n  1. "Consumer" means any individual, trustee, agency, partnership,\nassociation, corporation, company, municipality, political subdivision\nor other legal entity which purchases liquid fossil fuels for ultimate\nconsumption within New York state.\n  2. "Distributor" means any individual, trustee, agency, partnership,\nassociation, corporation, company, municipality, political subdivision\nor other legal entity which purchases or markets liquid fossil fuels\nfrom a prime supplier or any other source and resells such fuels to\nconsumers within New York state.\n  3. "Fuel set-aside" means the amount of liquid fossil fuel which is\nmade available from the total supply of a prime supplier for utilization\nby the state energy office pursuant to this article to resolve hardships\nand emergencies due to energy shortages.\n  4. "Prime supplier" means any individual, trustee, agency,\npartnership, association, corporation, company, municipality, political\nsubdivision or other legal entity which makes the first sale of any\nliquid fossil fuel into the state distribution system for consumption\nwithin the state.\n  5. "Liquid fossil fuel" means heating oils, light and heavy diesel\noil, motor gasoline, methanol, propane, butane, residual fuel oils,\nkerosene and aviation fuels.\n
