§ 10-101. Legislative intent and purpose.  The legislature hereby\nfinds and declares: that adequate supplies of fuel are essential to the\nhealth, welfare and safety of the people of the state of New York; that\nany severe disruption in fuel supplied for use within the state would\ncause grave hardship and pose a threat to the health and economic\nwell-being of the people of the state; that the federal government has\nenacted into law the Emergency Petroleum Allocation Act of 1973, as\namended by the Energy Policy and Conservation Act of 1975, pursuant to\nwhich the state of New York has established a fuel set-aside program;\nand that temporary and concurrent state authority for a fuel set-aside\nprogram should be in place as the federal government terminates,\nsuspends or fails to implement all or part of the federal program during\nthe vacation or heating seasons.\n
