§ 17. All actions and proceedings to which the port authority may be a\nparty and in which any question arises under the laws relating to the\nport authority, or under or concerning any of its orders or actions,\nshall be preferred over all other civil causes, except election causes,\nin all courts of this state and shall be heard and determined in\npreference to all other civil business pending therein, except election\ncauses, irrespective of position on the calendar. The same preference\nshall be granted upon application of the legal representative of the\nport authority, in any action or proceeding in which he may be allowed\nto intervene.\n
