§ 236. Application. 1. The commissioner shall, within three months of\nthe effective date of this article, issue a request for proposals for\nthe business marketing program that shall include, but not be limited\nto: the objectives of the program; the scoring that shall be applied for\nselection; and the proportion or total amount of funds that may be\ndedicated to certain expenditures such as media buys.\n  2. (a) Applications shall include the schedule, budget, scope, uses of\nfunds and theme of the proposed marketing program and contractual\nservice providers. Examples of proposed marketing and thematic\nmaterials, written, print, video or radio, should be provided where\npractical.\n  (b) Marketing plans shall utilize the state's "New York Loves Biz"\nlogotypes. Licensing of this logotype according to the accepted plan\nshall be available to the selected applicants free of charge for the\nduration of the marketing program. No advertising or marketing shall\ncontain references to or the name of any public official of the state of\nNew York or its political subdivisions.\n  (c) Applications shall identify the specific targets and audiences for\nthe marketing programs geographic reach of program and shall identify\nappropriate and practical ways to measure the impact of the program on\nthe targeted audience.\n  (d) Applicants shall provide evidence that they have secured or have\navailable matching funds in equal amount to funds requested from the\nprogram.\n
