Regional Transmission Coordination Task Force: Duties; biennial report. [Effective through December 31, 2031.]

1. The Task Force shall advise the
Governor and the Legislature on:
(a) The potential costs and benefits to
transmission providers and their customers in this State of forming or joining
a regional transmission organization which provides access to an organized
competitive regional wholesale electricity market;
(b) Policies that will accommodate entrance by
transmission providers in this State into a regional transmission organization
by January 1, 2030;
(c) Policies that will site transmission
facilities necessary to achieve this States clean energy and economic development
goals;
(d) Potential areas in this State where growth in
demand for electricity or growth in renewable energy generation would be
accommodated by additional transmission or regional market opportunities; and
(e) Businesses and industries that could locate
in this State as a result of this States position in an organized competitive
regional wholesale electricity market.
2. The Task Force shall, not later than
November 30, 2022, and every 2 years thereafter, submit to the Governor and the
Director of the Legislative Counsel Bureau for transmittal to the next regular
session of the Legislature a report on its activities, including any
recommended legislation needed to enable entrance by transmission providers in
this State into a regional transmission organization.
