1. Any person who has been placed on probation or whose license, registration or provisional license has been limited, suspended or revoked is entitled to judicial review of the order. 2. Every order which limits the practice of psychology or behavioral health promotion and prevention or the practice as a psychological assistant, psychological intern or psychological trainee or suspends or revokes a license, registration or provisional license is effective from the date the Board certifies the order until the date the order is modified or reversed by a final judgment of the court. 3. The district court shall give a petition for judicial review of the order priority over other civil matters which are not expressly given priority by law.
