If an applicant submits an application for a license by endorsement pursuant to NRS 632.162 or 632.282 , the Board shall collect not more than one-half of the fee set forth in subsection 1 for the initial issuance of the license. 3. The Board may collect the fees and charges established pursuant to this section, and those fees or charges must not be refunded.
