If a child has been paroled, the Chief of the Youth Parole Bureau shall apply to the juvenile court for a dismissal of all proceedings and accusations pending against the child if: 1. The child has proven the childs ability to make an acceptable adjustment outside the facility; or 2. In the opinion of the Chief, the child is no longer amenable to treatment as a juvenile.
