Every employment agency shall keep posted in a conspicuous place in its office or place of business a card or cards, furnished by the Labor Commissioner, upon which must be printed in large black-faced type the following: No fee may be charged an applicant for employment which exceeds 65 percent of the first months gross cash wage.
