In addition to the general powers granted in NRS 543.170 to 543.830 , inclusive, to the board, the board may cooperate with the United States, the State of Nevada, or any instrumentality, department, agency or political subdivision or municipal corporation of either in the construction, maintenance and operation of projects for the control of floods. To that end, appropriate agreements may be entered into and the district may: 1. Acquire and provide without cost to the operating entity the land, easements and rights-of-way necessary for the construction of those projects. 2. Hold and save harmless the cooperating entity free from any claim for damages arising from the construction, maintenance and operation of those projects. 3. Maintain and operate all works in accordance with regulations prescribed by the cooperating entity. 4. Establish and enforce flood channel limits and regulations, if any, satisfactory to the cooperating entity.
