The board shall exercise all rights and powers necessary or incidental to or implied from the specific powers granted in NRS 543.170 to 543.830 , inclusive. The specific powers are not a limitation upon any power necessary or appropriate to carry out the purposes and intent of NRS 543.170 to 543.830 , inclusive.
