The State Engineer shall not: 1. Issue an environmental permit for a period which is longer than the period set forth in the letter or order issued by the Division of Environmental Protection of the State Department of Conservation and Natural Resources requiring the applicant to take steps to protect the environment. 2. Change the use for which the environmental permit is issued.
