1. The State Forester shall immediately serve written notice by registered or certified mail, return receipt requested, upon all owners within the established zone, to proceed without delay to destroy the forest pests. 2. In addition to the written notice, the State Forester shall cause to be published a legal description of the boundaries of the zone of infestation at least once a week for 2 consecutive weeks in one or more newspapers having a general circulation in the county or counties in which the zone of infestation is established.
