Whenever the State Forester finds that an area in the State of Nevada is infested or threatened to be infested with forest pests, which infestation is of such character as to be harmful, detrimental, injurious or dangerous to timber and forest growth, the State Forester shall prescribe a zone of infestation covering the area in which control measures are to be applied.
