Operator
means any person or organization operating, controlling or supervising a mine
and owning the right to do so, and includes any individual, owner, lessor,
lessee, agent, manager, worker, contractor, subcontractor, independent
contractor, partnership, association or corporation or subsidiary of a
corporation charged with the responsibility for the operation of such mine.
