The Administrator shall adopt regulations prescribing safety standards for: 1. The construction, transportation, installation and use of a portable building; 2. The inspection of any plumbing, heating, cooling, fuel burning or electrical system contained in a portable building; and 3. The maintenance and repair of a portable building.
