1. No manufacturer, distributor, dealer or rebuilder may operate any vehicle owned or controlled by him or her upon any public highway, or permit it to be so operated, unless a license plate or license plates assigned to him or her are attached thereto in the manner specified in this chapter. 2. It shall be lawful for a manufacturer, distributor or dealer to operate new vehicles without the plate or plates being attached thereto from the railroad depot, warehouse or other place of storage to the place of business of that manufacturer, distributor or dealer where the depot, warehouse or place of storage is within the same city or town or not more than 5 miles from the place of business.
