Except as otherwise provided in NRS 390.420 , the provisions of NRS 390.350 to 390.430 , inclusive, are intended to be directory and preventive rather than punitive. The provisions of NRS 390.350 to 390.430 , inclusive, do not abrogate or decrease the effect of any of the provisions of NRS that define crimes or prescribe punishments with respect to the conduct of school officials.
