Certification of payroll by Administrator

The State Controller or any other state fiscal
officer shall not draw, sign, issue or authorize the drawing, signing or
issuing of any warrant on the State Treasurer or other state disbursing
officer, and the State Treasurer or other state disbursing officer shall not
pay any salary or compensation to any person in the classified or unclassified
service of the State unless the payroll or account for the salary or
compensation containing the name of every person to be paid bears the
certificate of the Administrator or the authorized representative of the Administrator
stating:
1. That the persons named in the payroll
or account have been appointed, employed, reinstated or promoted as required by
law and the regulations established under this chapter; and
2. That the salary or compensation is
within the salary or wage schedule fixed pursuant to law.
