To carry out a community development program, a city may: 1. Expand and improve the quantity and quality of public community services in areas where such activity is determined to be necessary or appropriate for the support of other community development program activities. 2. Improve the communitys public services and facilities concerned with employment, economic development, crime prevention, child care, health, substance use disorders, education, welfare and recreation and other programs of social service, in connection with the community development program. 3. Coordinate public and private development programs.
