In addition to initiating annexation proceedings on its own motion pursuant to NRS 268.584 , the governing body of any city shall commence action in accordance with the provisions of NRS 268.584 to 268.590 , inclusive, upon the petition of the board of county commissioners, or upon the petition of a majority of the owners of real property in an unincorporated area developed for urban purposes which is approximately described in the petition.
