Election and number of council members

1. If a city of population category one
is:
(a) Divided into wards, the city council must be
composed of five or seven council members with one council member from each
ward who is elected only by the electors who reside in that ward and one
council member who is elected by the city at large.
(b) Not divided into wards, five or seven council
members must be elected by the voters of the city at large.
2. If a city of population category two or
three is:
(a) Divided into wards, the city council must be
composed of three or five council members with one council member from each
ward who is elected only by the electors who reside in that ward.
(b) Not divided into wards, the three or five
council members must be elected by the voters of the city at large.
