Council members must be: 1. Qualified electors within their respective cities and bona fide residents thereof for a period of at least 1 year next preceding their election. 2. Except as otherwise provided in NRS 266.220 , qualified electors within their respective wards. 3. Registered to vote in their respective wards or in the city, if elected by the voters of the city at large pursuant to NRS 266.220 .
