Director: Appointment; classification; other employment prohibited; qualifications

The
Director:
1. Is appointed by, is responsible to, and
serves at the pleasure of the Governor.
2. Is in the unclassified service of the
State.
3. Except as otherwise provided in NRS 284.143 , shall not engage in any other
gainful employment or occupation.
4. Must have:
(a) A graduate degree from an accredited college
or university in public health, public administration, law or a related field;
and
(b) Broad, responsible experience in the field of
administration or possess broad management skills or working knowledge of the
field of health care or public health administration.
5. Must be selected with special reference
to his or her training, experience and aptitude for coordinating related
functions of public health agencies and public health insurance programs. The
Directors knowledge and abilities should include the following:
(a) A comprehensive knowledge of administrative
principles, and a working knowledge of principles of public finance and the
laws, rules and regulations pertaining to public agencies.
(b) Administrative ability to assess the
operating efficiency of component agencies and to delegate authority and duties
to responsible deputy directors or other personnel of the Authority.
(c) The ability to organize and clearly present
oral and written findings and recommendations to the Governor, the Legislature
and other officials and agencies.
