An offender may not participate in a program of treatment for offenders with substance use or co-occurring disorders if the offender: 1. Was sentenced to death or a term of imprisonment for life without the possibility of parole; or 2. Is or was eligible to participate in the program of treatment established pursuant to NRS 209.425 , whether or not the offender actually participated in or completed that program of treatment.
