1. A district may be created to fund, promote, plan, design, construct, improve, maintain and operate one or more projects relating to law enforcement or to assist in such activity. 2. A district is a political subdivision of the state. 3. A district may be created in any county of the first classification without a charter form of government and a population of fifty thousand inhabitants or less.
