The state forester and other employees as appointed by the commission shall have power: (1) To enforce any and all provisions of this chapter and all rules and regulations made by the commission; (2) To enter into agreements for forestry purposes with any person within the state, the same not to be effective until approved and accepted by the commission; (3) To enter upon any woodland in the state for the purpose of carrying out the provisions of this chapter and performing his duties; (4) To recommend to the commission tentative rules for forest practices aimed to accomplish the objectives set forth in this chapter and carry out the policies established by such rules and regulations.
