The definitions in this section apply to sections 103F.901 to 103F.905 . "Board" means the Board of Water and Soil Resources. "Commissioner" means the commissioner of natural resources. "Comprehensive local water plan" has the meaning given in section 103B.3363, subdivision 3 . "Local unit of government" means a county board, joint county board, watershed management organization, or watershed district. "Watershed district" means a district established under chapter 103D. "Watershed management organization" has the meaning given in section 103B.205, subdivision 13 . "Wetland" has the meaning given in section 103G.005, subdivision 19 .
