(a) The commissioner of natural resources, with the help of the Pollution Control Agency and the commissioner of employment and economic development, must: (1) assess the need for particular kinds of lake improvements, including improvements related to high or low water levels and any other resource management considerations, except pollution problems; and (2) develop criteria for allocating state aid funds among proposed projects. (b) The assessment must include provisions to ensure that any federal program of aid to local lake improvement projects reduces the local share of project costs and not only the state's share.
