Sec. 31. On behalf of a transportation network company driver, a transportation network company may charge and collect a fee for services provided to a transportation network company rider, if all of the following are satisfied: (a) The transportation network company discloses the fee calculation method on its website or within the software application service. (b) The transportation network company provides the transportation network company rider with the applicable rate being charged and the option to receive an estimated fee before the transportation network company rider enters the transportation network company driver's personal vehicle.
