Maryland Code § LU-23-501

(a) The county planning board or the governing body of the appropriate
county may institute injunction, mandamus, or other appropriate action or
proceedings to compel the construction and installation of improvements or
conservation of resources at a time and according to specifications set by or in
accordance with this division.
(b) Any court of competent jurisdiction has jurisdiction to issue restraining
orders, temporary or permanent injunctions, mandamus, or other appropriate forms
of remedy or relief.
