(a) (1) The clerk of the circuit court of Montgomery County or Prince George's County may not record a subdivision plat in the regional district unless the plat has been endorsed in writing by the county planning board. (2) A plat is invalid if it is recorded without being endorsed by the county planning board. (b) The Commission may institute proceedings against the clerk of the circuit court of Montgomery County or Prince George's County to compel the clerk to strike from the county land records a subdivision plat that is recorded but not approved in accordance with subsection (a) of this section. (c) A court of competent jurisdiction may issue appropriate orders for purposes of this section.
