(a) The Commission shall:
(1) maintain a minute or record book; and
(2) record its actions in the minute or record book in usual corporate
form.
(b) (1) The votes of the commissioners shall be separately taken and
recorded by yeas, nays, and abstentions, and the reasons for each abstention shall be
recorded, with respect to any:
(i) action authorizing, modifying, or rescinding the adoption of
a master plan;
(ii) approval of plats of subdivision;
(iii) approval of subdivision or other regulations;
(iv) recommendations on zoning map amendments; or
(v) zoning text amendments.
(2) The names of the commissioners voting or abstaining shall be
included in the minute entry following a brief summary of the matter on which the
vote was taken.
(c) The minute or record book shall be kept available and open to public
inspection and copying during business hours in the Commission's principal offices.
