Maryland Code § LG-4-103

Section LG-4-103

(a) The residents of a municipality are a municipal corporation.
(b) Under the municipality's corporate name, the municipality:
(1) has perpetual succession;
(2) may sue and be sued; and
(3) may enact and adopt ordinances, resolutions, or bylaws necessary
to exercise the authority of the municipality.
