(a) In this title the following words have the meanings indicated. (b) "Municipal charter" means a charter adopted under Article XI-E of the Maryland Constitution and a local law enacted by the General Assembly relating to the incorporation, organization, government, or affairs concerning administration and services of a municipality. (c) "Qualified voter" means an individual authorized under a municipal charter to vote in elections in the municipality.
