If a county road cannot be conveniently drained by drains along the road, to make drains on the property outside the road, the governing body of a county may: (1) contract for a right-of-way on the property as authorized under § 12-513 of this subtitle; or (2) acquire the necessary property through condemnation under Title 12 of the Real Property Article.
