(a) The Commission may adopt regulations to carry out this title. (b) To carry out this title, a member of the Commission, the Secretary of the Commission, a special examiner, or an inspector may: (1) administer an oath; or (2) certify to an official act. (c) (1) To carry out this title, a member of the Commission, the Secretary of the Commission, a special examiner, or any inspector may take a deposition as provided by law. (2) In an investigation, the Commission may cause the deposition of a witness to be taken as provided by law. (d) (1) The Commission shall have a seal inscribed with the words "Workers' Compensation Commission, State of Maryland -- Official Seal". (2) The Commission shall use the seal for the authentication of its awards, orders, and proceedings. (e) The Commission may approve the form of a workers' compensation insurance policy under § 19-402 of the Insurance Article.
