(a) Any member of the Commission may conduct a hearing or other investigation for the Commission. (b) A decision or order of a member of the Commission shall be considered a decision or order of the Commission. (c) A copy of each decision or order shall be sent to each party's attorney of record and to each unrepresented party: (1) by first-class mail; or (2) by electronic means, if the party's attorney of record consents or, if the party is unrepresented, the party consents.
