(a) In this part the following words have the meanings indicated.
(b) "Administering agency" means an entity that the Department approves
in accordance with § 6-414 of this subtitle to administer the Program at the county
level.
(c) (1) "Emergency food provider" means a nonprofit organization or an
organization operated by a local government that provides food at no charge to needy
individuals.
(2) "Emergency food provider" includes:
(i) a soup kitchen; and
(ii) a food pantry.

(d) "Program" means the Maryland Emergency Food Program.
