(a) The Secretary shall investigate: (1) The influence of locality, employment, habit, and other conditions on health; and (2) The causes of diseases and mortality to the extent that they may relate to environmental factors. (b) The Secretary may adopt procedures to obtain information about cancers that are caused by environmental carcinogens and toxic substances and about the incidence of these diseases.
