On receipt of recommendations from the Maryland Digital Library Advisory Council the Commission may encourage each academic library at a public or private nonprofit institution of postsecondary education to: (1) Increase shared access to information of critical value in Internet- accessible electronic form and in library collections of books, journals, sound recordings, and other traditional forms of material; (2) Optimize effective use of funding in the acquisition and creation of digital resources; (3) Digitize unique collections in the academic library to create Internet and other on-line resources beneficial to elementary, secondary, and higher education; (4) Train librarians and staff to improve services in the information technology environment; and (5) Develop programs that support training library users to access Internet and electronic materials.
