No person engaged in the business of buying, selling, or transporting, in
intrastate commerce, any dead, dying, disabled, or diseased livestock or any part of
the carcass of livestock, that died otherwise than by slaughter, may buy, sell, donate,
transport, or offer or receive for sale or transportation, in intrastate commerce, the
livestock or part of carcass, unless the transaction or transportation is made pursuant
to the departmental rules and regulations.
