To assure that articles are not adulterated or misbranded when delivered to
the consumer, the Secretary, by rule or regulation, may prescribe the conditions
under which any livestock carcass, any part of it, meat, or any meat food product
capable of use as human food shall be stored or otherwise handled by any person
engaged in the business of buying, selling, freezing, storing, or transporting these
articles in or for intrastate commerce.
