(a) This section does not apply to a person that: (1) holds a festival license issued by a local licensing board; and (2) has entered into an agreement authorized under Subtitle 13 of the various titles in Division II of this article that provides for the delivery of beer and wine before the effective date of the license and acceptance of returns after the expiration date of the license. (b) A license holder may store or keep alcoholic beverages only: (1) on the premises covered by the license; or (2) at a public warehouse, government-controlled warehouse, or individual warehouse for which a permit has been issued under this article.
