(a) (1) In this section the following words have the meanings indicated.
(2) (i) "Hospitality and tourism management degree program"
means a degree program at an institution of higher education that offers classes that
provide a comprehensive study of alcoholic beverages with an emphasis on the origin,
production, classification, and service of beer, wine, and liquor.
(ii) "Hospitality and tourism management degree program"
includes classes that study bartending, alcohol awareness, liability, and the
responsible serving of alcoholic beverages.
(3) "Institution of higher education" has the meaning stated in § 10-
101 of the Education Article.
(b) There is a university and college hospitality beer, wine, and liquor
license.

(c) (1) The Board may issue the license to an institution of higher
education that offers a hospitality and tourism management degree program.
(2) As part of the license application, an applicant shall provide to
the Board:
(i) a drawing and description of the designated area where the
preparing, serving, or consuming of alcoholic beverages during the hospitality and
tourism management class will take place; and
(ii) the location of the locked storage facility where the
alcoholic beverages will be stored when not in use.
(3) A license shall expire on the June 30 immediately following the
issuance of the license.
(d) A license holder must submit to the Board a form documenting the dates
and hours of a hospitality and tourism management class at least 14 days before the
hospitality and tourism management class begins.
(e) The license authorizes the license holder to allow the preparation,
serving, and consumption of beer, wine, and liquor by individuals who are:
(1) at least 21 years old; and
(2) registered in a hospitality and tourism management class offered
by the license holder.
(f) A license holder may conduct the activities specified in subsection (e) of
this section only:
(1) on the licensed premises; and
(2) during the hospitality and tourism management class dates and
hours specified in subsection (d) of this section.
(g) A license holder shall ensure that at least one instructor of a hospitality
and tourism management class is:
(1) certified by an alcohol awareness program; and
(2) present during the dates and hours of the hospitality and tourism
management class.

(h) A license holder shall allow the Executive Director or the Executive
Director's designee, the Board or the Board's designee, or a peace officer of the county,
to inspect and search the licensed premises at any time.
(i) A license holder shall comply with:
(1) municipal ordinances; and
(2) fire and health department regulations.
(j) A license holder may purchase beer, wine, and liquor from a holder of a
retail or wholesaler's license.
(k) (1) The annual license fee is $750.
(2) The annual fee for a Sunday permit is $250.
