(a) The Board: (1) may not require that protests against the issuance of a license be accompanied by an abstract of title from the land records of the City substantiating the protestants' ownership of the real or leasehold property; but (2) may require that a qualified person familiar with the land records of the City appear at the hearing and testify as to who is the holder of full legal title as shown by the land records. (b) If an owner of property that is owned jointly appears in person at the hearing as a protestant, the other owners' protest may be recorded by an affidavit. (c) On request, the Board shall provide an affidavit form to any person who claims to be a protestant.
